As a climate scientist, I probably have my own bias, but I think you are asking the wrong question. The question assumes that our priority is to facilitate delivery of information to "end users", with emphasis on local or regional interests. In my view, the first priority must be to improve our knowledge of the science behind climate projections so that we have something reliable to provide. Furthermore, the most important users of long-term climate projections are the national governments that must make decisions to mitigate greenhouse gas emissions. Let's not give all our attention to local-scale adaptation and forget about mitigation on the national and international scale.
Why the contribution is important
We shouldn't set up a framework to deliver information without devoting resources to assuring the reliability of the underlying science.
